What moved the numbers
- 2009 The recession: people made redundant became contractors or started businesses, and incorporations rose steadily for the next seven years.
- 2017 The first fall in a decade: dividend tax rose in April 2016 and contractor tax rules (IR35) tightened in the public sector in April 2017, so a company was worth less to many contractors.
- 2020 The pandemic: a 13% jump as people started online businesses.
- 2023 The peak, before new checks under the Economic Crime and Corporate Transparency Act began in March 2024.
- 2024 The fee to form a company online rose from £12 to £50 in May 2024, and new companies must give a registered email address and a real office address.
- 2025 Identity checks for new directors and owners began in November 2025.
Behind the growth
- Forming a company online became cheap and same-day; formation agents sell packages for a few pounds.
- A salary plus dividends was taxed less than self-employment, and corporation tax fell from 28% in 2008 to 19% in 2017.
- From 2017 individual landlords gradually lost tax relief on mortgage interest but companies didn't, so many buy-to-let properties are now bought through a company of their own.
- Online marketplace sellers, many living abroad, set up UK companies.
- Some companies are formed with stolen or made-up identities, or as shells, which the 2024 and 2025 checks are meant to stop.
2026 is the year to date; its average per month is over its complete months. The causes are likely ones, matched to the timing of policy and economic changes: the register doesn't record why a company was formed. Source: Companies House advanced search, counting every company on the register.

Removed: Companies House replaced the registered office with its own default address after it was shown to be wrong. Formation agents and virtual offices let thousands of companies use their address; a founder can still use one after forming the company themselves, and companies formed and dissolved within the year aren't counted.
